Shutter speed is how long the sensor is exposed to the image. It affects the brightness of the image as well as the sharpness of each frame.

Faster shutter speed can create a stacatto like effect that will have less motion blur on the individual frames. Slower shutter speed will create streaks of blur wherever an object travels. Faster shutter speeds are often used in war films, action scenes, or anything where you want to make the shot feel more "edgy". Slower shutter speeds can be used as an effect to show someone who is using drugs, or as a stylistic decision. Step Printing is similar to a slow shutter speed, but gives a more pronounced effect.
